Commitments for Persons with Disabilities

  • Allocate housing units to Persons with Disabilities (PwDs).
  • PTI will define and acknowledge all categories of disabilities and issue specialized CNIC or disability certificate to ensure that differently-abled persons will receive privileges and facilities without any discrimination.
  • PTI will ensure 2% job quota fulfilment for differently-abled persons at all government establishments.
  • PTI will provide training, skills and finance through public-private partnerships for differently-abled persons, and income support to differently-abled persons with severe disabilities.
  • PTI will invest in the provincial Special Education Departments and Institutions to uplift their infrastructure, human resource and assistive technologies.
  • We will mainstream individuals with mild disabilities into mainstream schools by offering assistance to overcome/off-set the disability.
  • PTI will promote early screening and interaction for children with disabilities by training related medical staff and health workers.
  • PTI will offer assistive devices / technologies such as hearing aids, wheelchair, etc., through federal and provincial programmes.
  • PTI will conduct provincial and national Special Olympics and Sporting events and arrange for sports federations to sponsor international participation of special athletes.
  • Establishment of  Disability Resource Centres at each district, equipped with necessary equipment for screening and therapy of differently-abled persons.
  • PTI will expand the Sehat Insaf card to the poorest families across Pakistan and launch special assistance programmes for differently-abled persons. We will retain and strengthen the Benazir Income Support Programme (BISP).
  • We will retain and improve BISP as the primary social safety net for the poor, and launch special assistance programmes for differently-abled persons.
  • PTI will take a rights-based approach to provide the necessary resources and infrastructure to diagnose, facilitate/assist and integrate differently-abled persons into mainstream society.
  • PTI will regularly conduct nationwide surveys to ascertain the extent of disability prevalence and to generate actionable information on supporting persons with special needs.
  • Enact legislation to provide uniform and inclusive opportunities to people with special needs, particular wheel chair access in all buildings through special legislation and separate toilets for the disabled, as well as ensuring that the quota for persons with special needs in education and jobs is fully implemented.
  • The PPP pledges to fully implement the provisions of United Nations Convention on the Rights of Persons with Disabilities (UN CRPD), ratified by Pakistan in 2011, in its full letter and spirit.
  • A minister of state will be appointed to ensure that proper attention and resources are allocated for the welfare of differently-abled people.
  • Reserve seats will be created for differently-abled people in the Senate as well as in the National Assembly of Pakistan.
  • Differently-abled people will be appointed to important positions within the party organizational structure to provide them with an effective voice in the party decision making process.
  • Standing committees will be formed for the welfare of differently-abled people within the National Assembly as well as the Senate.
  • A committee will be formed at the national level to carry out a comprehensive review of all existing legislation concerning differently-abled people and will also formulate a report in this regard.
  • All legislation concerning differently-abled people will be compiled in one comprehensive act of the parliament to ensure effective implementation of relevant laws and regulations.
  • We will take all necessary measures to ensure equal opportunity for differently-abled people in work and employment.
  • Introducing and implementing legislation to protect and enforce the rights of differently-abled people in work environments and employment pursuit.
  • Reviewing quota allocation for differently-abled people in public sector employment and updating it as per prevailing circumstances.
  • Offering tax as well as other reliefs to the private sector organizations employing differently-abled people.
  • Launching an official “Positive about Being Differently-Abled” certification scheme whereby participating public as well as private organizations will be offered certification as well as other tax 16 and non-tax reliefs for providing equal opportunity of work and employment to differently-abled individuals.
  • Review quota allocation for differently-abled people in public sector colleges and universities and update it as per prevailing circumstances.
  • Provide full fee exemptions to differently-abled people studying in public sector educational institutions.
  • Introduce legislation/laws to ensure significant fee discounts for differently-abled people studying in private sector educational institutions.
  • Carrying out a review of and updating current legislation/laws and regulations concerning the accessibility of all differently-abled people in public as well as private buildings, facilities and wherever else necessary.
  • Amending public and private sector building regulations to ensure that adequate accessibility as well as other facilities are provided to differently-abled people in all new as well as existing buildings.
  • Reviewing accessibility issues related to public and private sector transport to make these adequately accessible for wheelchair users as well as other differently-abled people.
  • “Differently-abled Cards” for differently-abled people in line with the Benazir Income Support Programme to ensure free and speedy health care facilities to all differently-abled people.
  • “Differently-abled counters” in public sector hospitals to provide easy and quick access to such individuals.
  • Introduce effective measures to ensure that differently-abled people have easy and quick access to justice at police stations, sessions courts, and higher courts.
  • Establish “Differently-abled Tribunals” to prosecute people and organizations which violate the laws and regulations related to differently-abled people and to provide the latter speedy justice in cases of discrimination.
  •  ANP will ensure all public and private offices, markets and shopping malls have separate functional and clean toilets for women with provision for women with
    disabilities.
  •  ANP will start improved mass transportation system with dedicated spaces and safe and secure environment for women and people with disabilities in all Districts.
  • Significant quotas will be allocated for persons with disabilities at all levels of employment.
  • A reasonable monthly stipend will be provided to fully support the persons with disabilities.
  • Dedicated counters for persons with disabilities will be established at all public places to ensure their comfort and dignity.
