Description

This paper describes several challenges faced by Public procurement professionals both externally (includes legal, political, economic and socio-cultural environment etc) and internally (procurement decisions, processes and answerability checks). To deal effectively with these challenges, the functions of special institutions of PPR are mentioned here. It also states the formation and functioning of Public Procurement Regulatory Authority in Pakistan. The critical findings are summarized as; the procuring agencies (e.g. CAA, PR, Health etc.) have the tendency to violate some public procurement rules. Transparency International has been supporting the procurement reforms for promoting transparency and accountability in both federal and provincial governments. TIP has taken several measures to improve procurement reforms.
