LAHORE: Justice Ibad-ur-Rehman Lodhi of the Lahore High Court yesterday took exception to the appointment of inexperienced, incompetent and ignorant returning officers for the scrutiny of nomination papers of candidates for the upcoming local government elections in the Punjab.
